The Commentary says: The Image says: "The shock brings trembling and shivering" because the center has not been attained. Although there is misfortune, there is no blame, because one takes warning from the fear of the neighbor.

Interpretation

This line represents the climax of the shock, a state of extreme agitation and anxiety. The person is trembling with fear, their eyes darting about in panic.
