九四,包无鱼,起凶。
The wrapping contains no fish. This gives rise to misfortune.
The Commentary says: "No fish in the wrapping" means being distant from the people.
Interpretation
This line paints a stark and poignant picture of isolation and ineffectiveness. The fourth line is a Yang line in a Yang position, representing a minister or someone in a position of authority, close to the ruler (line 5). However, it is situated in the upper trigram of Heaven (☰), far removed from the single, influential Yin line at the very bottom (the "people" or the source of influence in this hexagram). The "fish" (鱼) symbolizes this vital connection to the people, to resources, or to the underlying reality of a situation. The "wrapping" (包) represents the container, the plan, the structure, or the effort made by the person in the fourth position.
