初九,磐桓,利居貞,利建侯。
Nine at the beginning: Hesitation and obstruction. It is favorable to remain persevering. It is favorable to appoint helpers.
The Commentary says: Although there is hesitation and obstruction, the will is set on what is correct. By the noble stooping to the humble, great support is won from the people.
